BASELINE SURVEY
Evidence movement
Initial observation — no prior comparable baseline linked

Established bounded instance under the nominated quantum mapping [S69]; High maturity applies to observed correlations, not a separately operationalized general principle. No distinctive programme prediction; compatibility-to-organisation conditions still require specification.

Why it sits here

Quantum information supplies mature domain definitions for composite systems, correlations and entanglement. These are candidate operational instances of the broad wording, not equations supplied by this PRN. Entanglement detection and its uses are well developed [S71]. Classical correlation is a relevant alternative rather than a failure of the bounded claim [S70].

Principal uncertainty

Main uncertainty concerns the intended operational mapping and strength of support, not whether actual correlated systems exist. No universal cross-domain claim is assessed.

What would change the view?

Specify a bounded domain, compatibility rule, organisation measure and matched comparator before commissioning further review of a stronger conditional prediction.
