Unestablished necessity bridge; measured regularity supplies no programme-specific support.

Why it sits here

Lawhood, observable regularity and the explanatory role of laws are distinct questions in competing philosophical accounts [S101]. Physics tests constancy through explicit observables and dynamical alternatives [S103]. Neither enterprise supplies the missing necessity bridge merely by documenting stable objects.

Principal uncertainty

This is lack of a supplied derivation, not a proof of impossibility. If 'consistent' means only absence of contradiction, the proposal may become a conceptual admissibility requirement rather than a distinctive physical hypothesis. If it means uniformity, additional substantive assumptions are needed.

What would change the view?

Revisit after definitions, premises and the claimed implication are available, together with a candidate countermodel or a derived observable difference. Ambition alone does not warrant a deeper review.
